2010 Minor League Rules

Season
1. 2008 season will consist of xx games, split into two segments.
2. The first segment will be xx games, with innings 1-3 machine pitch, innings 4-6 and any extra innings kid pitch.
3. The second segment will be xx games each with innings 1-2 machine pitch, and innings 3-6 plus extra innings kid pitch.
4. All xx games will count in the standings. There will be no regular season championship. The standings will be used for seeding the teams in a year end single elimination tournament.
5. If any teams are tied at the end of the regular season, a tiebreaker will determine the order for seeding purposes in the tournament. The first tiebreaker will be head to head record. If still tied, a coin toss will be used.

Machine pitch rules
1. Umpire can be positioned behind machine or behind the catcher. Manager / coach of team @ bat to feed machine & make adjustments. Home team to supply qty. 2 game balls.
2. A batted ball which strikes machine / manager / coach is a dead ball. Batter returns with a new count.
3. There are called strikes.
4. No bunting is allowed.
5. The defensive position pitcher must have one foot on the dirt mound and be parallel to the rubber during the pitch.
6. Every player present will bat in lineup. Late arrivals to be placed at end of lineup. Manager to present lineup to opposing team & umpire. Players leaving early will be permanently scratched from game with no penalty.
7. The team at bat must stop at the end of any inning bat around if three outs have not yet been recorded. The play remains live until the out is recorded during last at bat.
8. Each team allowed 10 players on field. Extra player must play in outfield on grass behind dirt infield.
9. Every player must play at least 4 innings in the field. All players must play at least 2 innings in the infield by the 5th inning. Any deviation to this rule must be reviewed with the parents and approved by the commissioner in advance.
10. Throwbacks from catcher to batting machine feed are dead balls. Runners may not advance.
11. It is the decision of the team managers as to whether to play game due to player shortage.
12. Overthrows to first and third are live balls. With the exception of a throw from catcher to third on a steal attempt.
13. Umpires are encouraged to keep the game moving.
14. Players may only advance one base on steals. There is no stealing home. The only way to score is on a batted ball, continuation of play after a batted ball, or forced in by walk or hit batter.
15. Runners may advance until the throw is intended for the pitcher in the vicinity of the mound. Runners who are over half way to the next base may advance. If the runner is less than half way to the next base, the runner must return to the previous base.
16. There is no run limit during machine pitch innings. Please refer to item 7.

Player pitching rules
1. Umpire to be positioned behind catcher.
2 Little League pitch count rules are in affect.
3. Once a pitcher is removed from game, he / she cannot return.
4. There is a five run limit per team per inning. The ball is dead once the fifth run has crossed the plate. (the last inning will continue until there are three outs recorded).
5. Strike calls are at the discretion of the umpire. A wide strike zone is encouraged as being between the letters to the bottom of the knees and the width of the plate plus the ball off both corners.
6. The infield fly rule does not apply in minors.
7. There is a limit of one visit per pitcher per game. Upon the second visit, the pitcher must be changed.
8. In order to keep the game moving, pitchers are limited to 8 warm up pitches. Excessive timeouts or delays should be avoided. Umpires are encouraged to keep the games moving.
9. Additional rules not referenced above are as noted in Little league rulebook / minor division.
10. No inning shall start past 1 hour 45 minutes from the start time. Any inning starting after 1 hour 30 minutes will be the last inning and unlimited runs are allowed. Games must be complete by 2 hours 15 minutes. If the game is not complete the score rolls back to the last fully completed inning.

 

 

 

Regular Season Pitching Rules - Baseball
VI - PITCHERS
(a) Any player on a regular season team may pitch. (

(b) A pitcher once removed from the mound cannot return as a pitcher.

 

(c) The manager must remove the pitcher when said pitcher reaches the limit for his/her age
group as noted below, but the pitcher may remain in the game at another position:
League Age 1 7-18 105 pitches per day
13 -16 95 pitches per day
11 -12 85 pitches per day
9-10 75 pitches per day
7-8 50 pitches per day
: There is no limit to the numberJunior, Senior, and Big League Divisions only: A pitcher remaining in the game, but moving to a different position, can return as a pitcher anytime in the remainder of the game, but only once per game.
Exception

 

his/her league age while facing a batter, the pitcher may continue to pitch until any one
of the following conditions occurs: 1. That batter reaches base; 2. That batter is put out;
3. The third out is made to complete the half-inning.

(d) Pitchers league age 14 and under must adhere to the following rest requirements:
• If a player pitches 66 or more pitches in a day, four (4) calendar days of rest must
be observed.
• If a player pitches 51 - 65 pitches in a day, three (3) calendar days of rest must be
observed.
• If a player pitches 36 - 50 pitches in a day, two (2) calendar days of rest must be
observed.
• If a player pitches 21 - 35 pitches in a day, one (1) calendar days of rest must be
observed.
• If a player pitches 1-20 pitches in a day, no (0) calendar day of rest is required.
Pitchers league age 15-18 must adhere to the following rest requirements:
• If a player pitches 76 or more pitches in a day, four (4) calendar days of rest must
be observed.
• If a player pitches 61 - 75 pitches in a day, three (3) calendar days of rest must be
observed.
• If a player pitches 46 - 60 pitches in a day, two (2) calendar days of rest must be
observed.
• If a player pitches 31 -45 pitches in a day, one (1) calendar days of rest must be
observed.
• If a player pitches 1-30 pitches in a day, no (0) calendar day of rest is required.
(e) Each league must designate the scorekeeper or another game official as the official pitch
count recorder.
(f) The pitch count recorder must provide the current pitch count for any pitcher when
requested by either manager or any umpire. However, the manager is responsible for
knowing when his/her pitcher must be removed.
(g) The official pitch count recorder should inform the umpire-in-chief when a pitcher has
delivered his/her maximum limit of pitches for the game, as noted in Regulation VI (c).
The umpire-in-chief will inform the pitcher’s manager that the pitcher must be removed
in accordance with Regulation VI (c). However, the failure by the pitch count recorder to
notify the umpire-in-chief, and/or the failure of the umpire-in-chief to notify the manager,
does not relieve the manager of his/her responsibility to remove a pitcher when that pitcher
is no longer eligible.
(h) Violation of any section of this regulation can result in protest of the game in which it
occurs. Protest shall be made in accordance with Playing Rule 4.19.
(j) A player who has attained the league age of twelve (12) is not eligible to pitch in the Minor
League. (See Regulation V – Selection of Players)
(k) A player may not pitch in more than one game in a day. (Exception: In the Big League
Division, a player may be used as a pitcher in up to two games in a day.)
NOTES

 

1. The withdrawal of an ineligible pitcher after that pitcher is announced, or after a
warm-up pitch is delivered, but before that player has pitched a ball to a batter, shall
not be considered a violation. Little League officials are urged to take precautions to
prevent protests. When a protest situation is imminent, the potential offender should
be notified immediately.
2. Pitches delivered in games declared "Regulation Tie Games" or "Suspended Games"
shall be charged against pitcher’s eligibility.
3. In suspended games resumed on another day, the pitchers of record at the time the
game was halted may continue to pitch to the extent of their eligibility for that day,
provided said pitcher has observed the required days of rest.
